  1. INTRODUCTION
    1. The Federal College of Fisheries and Marine Technology, Victoria Island, Lagos is a parastatal under the Federal Ministry of Agriculture and Rural Development.
    1. The College wishes to invite interested, competent, and reputable contractors with relevant experience and good track records of related projects and services to tender for the following 2021 Capital Projects.

3.0:  ELIGIBILITY REQUIREMENTS

Interested vendors shall submit the following minimum verifiable technical requirements to be eligible for contract consideration.

  1. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC 2 and CAC 7. Business Name is also acceptable in case of Services;
  2. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2018, 2019 and 2020) valid till 31st December, 2021.
  3. Evidence of current Pension Clearance Certificate valid till 31st December 2021.
  4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021.
  5. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2021.
  6. Evidence of Registration with the National Database of Federal Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by Bureau of Public Procurement.
  7. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Federal College of Fisheries and Marine Technology or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
  8. Company’s Audited Accounts for the last three [3] years (2018, 2019 and 2020 )
  9. Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
  10. Company’s profile with the curriculum vitae of key staff to be deployed for the project including copies of their academic/professional qualifications;
  11. Verifiable documentary evidence of at least three (3) similar jobs executed in the Five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
  12. List of Plants/Equipment with proof of ownership/Lease (where applicable)
  13. For supply of Equipment: Letter of Authorization as representatives of Original  Equipment Manufacturers (OEMs)
  14. For Trainings: Evidence of Accreditation by Centre for Management Development.
  15. For Services: Evidence of firm’s registration with relevant professional body(ies);
  16. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.

4.0:  COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)

Interested Companies are to collect the Standard Bidding Document (STD) from the office of Procurement Department on the ground floor of the Administrative building, Federal College ofFisheries and Marine Technology, Victoria Island, Lagos on evidence of payment of a non-refundable fee of N10,000.00 (Ten thousand naira only) per lot, paid into Federal College of Fisheries and Marine Technology’s Remita account in any commercial bank for Works and Goods only.

5.0:  SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)

Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Head of Procurement, Federal College of Fisheries and Marine Technology, 2, Wilmot Point Road, Off Ahmadu Bello Way, Victoria Island, Lagos and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Procurement Department not later than 12:00 noon on Monday, 24th of May, 2021.

6.0: SUBMISSION OF EOI DOCUMENTS

Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by divers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Procurement Department not later than 12:00 noon on Monday, 26th April, 2021.

7.0: OPENING OF EOI DOCUMENTS & TECHNICAL BIDS.

The Expression of Interest (EoI) documents will be opened immediately after the deadline for submission at 12:00 noon, Monday, 26th April, 2021 in the College’s Meeting Room.

The technical bids will also be opened immediately after the deadline for submission at 12:00 noon on Monday, 24th of May, 2021 in the College’s Meeting Room, while the financial bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in Procurement Office as the Federal College of Fisheries and Marine Technology will not be held liable for misplaced or wrongly submitted bids. 8.0:  GENERAL INFORMATION

  1. Bids must be in English Language and signed by an official authorised by the bidder.
  2. Bids submitted after the deadline for the submission would be returned un-opened.
  3. Bidders should not bid for more than two (2) Lots.
  4. All costs will be borne by bidders.
  5. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
  6. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
  7. Goods & Works: Only pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened.
  8. Services: Only shortlisted consultants will be contacted at a later date for collection of Request for Proposal.
  9. The Federal College of Fisheries and Marine Technology, Lagos is not bound to pre-qualify any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
